Sun Lakes HOA Remodeling: What You Need to Know Before You Start

Sun Lakes is a master-planned community with HOA governance across all of its sub-communities: Oakwood, Cottonwood, Palo Verde, Iron Wood, and Ocotillo. Each has its own HOA with its own rules, architectural standards, and approval processes. If you are planning a remodeling project in any of these communities, understanding what requires approval — and what does not — before you start can save you significant time and frustration. This guide covers what we know from nearly 48 years of working in these communities.

The Most Important Thing to Know

Interior remodeling — kitchen, bathroom, flooring, interior paint, lighting — does not require HOA approval in Sun Lakes communities. HOA architectural review applies to exterior modifications, landscaping changes, and anything visible from the street or common areas. If you are remodeling the inside of your Sun Lakes home, you do not need to notify or get approval from the HOA before you start.

Interior Remodeling: No HOA Approval Required

This is the question we hear most often from first-time remodelers in Sun Lakes communities. The answer is consistent across Oakwood, Cottonwood, Palo Verde, Iron Wood, and Ocotillo: interior work does not require architectural review.

Specifically, the following types of work do not require HOA approval in Sun Lakes communities:

  • Kitchen remodeling (cabinets, countertops, backsplash, appliances, lighting)
  • Bathroom remodeling (showers, vanities, fixtures, tile, flooring)
  • Tub-to-shower conversions
  • Interior flooring replacement (tile, LVP, carpet)
  • Interior painting
  • Lighting replacement and upgrades
  • Door hardware replacement
  • Window replacement that matches the existing style and size (confirm with your specific HOA)

You do still need to comply with Maricopa County and City of Chandler permit requirements for work that involves plumbing or electrical modifications. The HOA and the permit process are separate. We handle the permit process for every project.

What Does Require HOA Approval in Sun Lakes

Exterior modifications in Sun Lakes communities almost universally require architectural review committee (ARC) approval before work begins. The specific rules vary by community and have been updated over time, but the general categories are consistent:

  • Exterior paint color changes — most Sun Lakes communities have approved color palettes and require submission with paint chips before painting
  • Landscaping changes — removing mature trees, significant plant additions or removals, or hardscape additions visible from the street typically require approval
  • Patio cover additions or modifications — adding a pergola, aluminum patio cover, or extending an existing covered patio
  • Exterior structural additions — room additions, garage conversions, or changes to the roofline
  • Fencing changes — height, material, or style modifications to existing fencing visible from common areas
  • Driveway changes — extending, replacing, or resurfacing driveways (varies by community)

The HOA Approval Process in Sun Lakes

If your project requires architectural review committee (ARC) approval, the process is generally as follows:

  1. Submit a written application to your community’s ARC with project description, materials, colors, and dimensions
  2. Include photos of the existing condition and samples or specifications of proposed materials
  3. Wait for review — most Sun Lakes communities have a review window of 30 to 60 days
  4. Address any questions or conditions from the ARC
  5. Receive written approval before beginning work

Some communities allow expedited review for straightforward projects. Starting work before written approval can result in fines and required restoration of the original condition — even if the work itself is good quality and generally in line with community standards.

Contractor Requirements Within Sun Lakes Communities

Sun Lakes communities generally require that contractors working on properties within the community:

  • Be licensed in Arizona (verified ROC license)
  • Carry proof of liability insurance and workers compensation
  • Work during approved hours (typically weekdays, with restrictions on early morning and weekend work — confirm with your specific HOA)
  • Keep the job site clean and contained to the property
  • Not park commercial vehicles in guest spots or common areas for extended periods

A Note on Ocotillo (Chandler HOA)

Ocotillo is part of the City of Chandler rather than the Sun Lakes master-planned community, though it is adjacent and we serve it as part of our primary service area. Ocotillo has its own HOA structure and is generally considered to have one of the more active architectural review committees in the area — particularly for properties with lake frontage or visibility from common waterway areas.

For Ocotillo homeowners, interior remodeling still does not require HOA approval. Exterior work visible from the lake, the street, or community common areas typically does require review. We prepare comprehensive submission packages for Ocotillo ARC review when needed and have navigated this process successfully many times.

Community-Specific HOA Notes

Oakwood

Oakwood Country Club is the anchor of the Oakwood community’s social life. The HOA in Oakwood is active but generally reasonable for interior renovation work. The most common question involves noise and contractor access hours. Confirm current rules with your HOA management before scheduling work that might start before 7:00 AM or on Sundays.

Cottonwood

Cottonwood Country Club serves as a central amenity. Cottonwood’s HOA architectural guidelines are consistent with the broader Sun Lakes approach: interior work unrestricted, exterior changes require review. Know your neighbor — the Cottonwood community is close-knit and a good relationship with your immediate neighbors reduces friction for any project that involves parking or delivery vehicles.

Iron Wood

Iron Wood’s community entrance and overall presentation set a high bar. The HOA here is attentive to exterior appearance standards. Interior work is unrestricted, but any exterior project should be submitted for review with a complete documentation package rather than a casual request.

Getting Started Without the HOA Hassle

The vast majority of kitchen and bathroom remodeling projects in Sun Lakes communities require no HOA interaction at all. Interior work is interior work. We pull the city permits, do the work properly, and the HOA is not part of the conversation.
